stepparent adoption in Germany

We live in Tennessee and my husband has a child in Germany. He never gets to see or talk to the child but they are now pushing for child support(the child is now 10). The child has never had our last name but has had a name change recently. I would like to find out if this child was adopted by another man or the reason for the name change. We have had no contact with the mother until the order for support. I have tried searching the internet for German laws but I have found nothing that is not in German. If this child was adopted by another does this mean we have no parental rights??? I know in the states when a child is adopted, the biological parent loses all parental rights. We have no problem paying the child support if this child wasn't adopted but I'm having a hard time finding any information because the order is from Germany. Please if anyone could help me I would be very thankful!!!!! Thanks alb

Since we do not know German Laws on this board.. all I can suggest is that you get an attorney in Germany to search for you and to ensure the order for CS is not to high etc..
