Louisiana. Is it legal to tape business meetings if you notify all members that the meeting is being taped? Does this require a majority vote? Can a member refuse to participate in the meeting if it is being taped?

As long as everyone knows the meeting is being taped, it is legal. Whether a majority vote is required or what happens if you choose not to attend a meeting being taped would fall under your company rules and policies. If the company says it okay, not much you can do.
