I totally understand where OP is coming from. When my kiddos went to my ex's, my daughter wasn't allowed to read at his house. He would say "his house, his rules."

And he's right. His house, his rules.

It doesn't matter if the rules are incredibly stupid. It's his right to act stupid.

If Dad and wife aren't HOME when the child is there - how the flippin' heck do they know if she's reading, doing homework, yakking on her cell phone? Or does Dad go through her bag and remove every single thing that she might be able to use to occupy her time with and hide it so she sits in complete isolation while they go off and do whatever it is they do? Come on.

This was my thought too. I can certainly understand Dad not wanting her to bring homework during their weekend, so they could spend quality time together, but if he is not there I can't see her getting in trouble for having it or doing it when Dad is busy.

Also... I have always encouraged my kids to talk to their father when something is bothering them. She is old enough and apparently smart enough to have a conversation about all of this with Dad.

I'm thinking that daughter has the option to go with them, but chooses not to and wants Mom to fix it all for her.
