Hello, I have a friend who is a Canadian Citizen. He entered the US as a visitor but he received a job offer as an IT Consultant. Can he go to an INS Service Center and request a TN Visa?

sorry I cant help you there I dont know anything about them.
as long as the job is listed under the Nafta list and he has the qualifications etc getting the TN is not hard.
