Thank you! I haven't even thought about the fence belonging to one or the other. I believe it is a shared fence in this case, so the net I am sure it out. But thank you and I'll see what I can find out through the municipality.

Also, you have to determine whether the net would be considered part of the fence and subject to height regulations. For example, where I live the height limit is 4 ft high in the front, 6 ft high in the back.

Perhaps, as others have suggested, you need a covered pen for them. Only kidding.

I do think that you coming to a *legal* site is telling. A *parenting* site would be more useful and supportive, as you must have observed by now.

" my children are best mannered I have ever met! "

Yeah, parents always say that. They gotta.

Your neighbors are tired of your offspring tossing stuff into their pool. First it was the older children, now it's the newest rug rats. They're fed up with all of this. They've been through it before with you already. That's likely why they called the local law.

A net is a suitable idea until the toddlers are old enough to remember what you are trying to teach them regarding tossing items over the fence. You are smart to think of this. Even if the fence is owned by the neighbors, you could run something on your side of the fence to catch whatever your toddlers are tossing (hopefully).
