traffic school eligability?????

What is the name of your state? california
i recieved a ticket for exhibition of speed -misdemeanor
the judge reduced it to basic speed law - infraction
but then told me he would not allow me to attend traffic school.
Under 42005 cvc i should be allowed to attend because the original citation was reduced (because of circumstances) to a one point violation rather than a two point.

is this right?

It's called a plea bargain. You take the point but keep the misdo off your record.
