What is the name of your state? Virginia
I want to translate a few books into another language. What are the copyrights laws that are in effect? Do I need to obtain licenses from publishers?

Unless the books are in the public domain, you'd need to get permission of the copyright holder. Which could be either the author or the publisher, depending on the publishing contract terms.
