While I understand that tow companies don't have the best reputation, one must also remember that people who get towed will almost always feel the tow was predatory, as opposed to the problem being with the driver who feels it's ok to park somewhere that it's not ok to park.
When tow companies are permitted to search for people to tow, without a tow being requested by someone, it is inevitable that they will make mistakes and tow people who should not be towed...or boot people who should not be booted, etc.
The best of them make an occasional mistake. The worst of them will tow people who shouldn't be towed if they are not have a lucrative night.
I had to leave my car in a mall parking lot one night. A belt had broken and it made more sense to leave the car until the repair shop in that same mall parking lot opened up the next day. A police officer came to my assistance and suggested that I do that.
The officer made numerous phone calls trying to make sure that my car would not be towed and was getting no where because literally 6 different tow companies trolled that parking lot. He finally put a big sign on my car saying he would arrest anyone who towed it.
