If you are unmarried, I know in Michigan that the father must be presant to sign paternity papers before you can use his last name. When my oldest was born, the father was not presant, so I could not use his last name at all.

You could either hyphen the last name, (his then yours). giving the child both, or give the child yours.
If you wanted to change it later to the fathers, it would be a lot easier to do that than to change it to yours.
Good Luck

My 2 cents...
If the baby's father is not going to be involved in his/her life, I'd use your last name. It will make it easier when you're dealing with you're calling to make a doctor appointment, or when you have to call the school. People still expect the adult involved to have the same last name as the child.
