Illinois, my case involves a Traumatic Brain Injury I suffered in a car accident in the day returning for my spring semester in Business at UIUC (U. of IL at Urbana/Champaign) in January 1988! I was comatose for a little over a month, but I eventially returned to and graduated from UIUC business in 1994, but from an appointed (and 'fired') VR director, and their GOP belligerence, Illinosi VR ignored MANY federal mandates, in 1978, 1992, 1998 and others!
I've got MANY more details I could give any legitimate attorney that responds to this short query, from the fact that Illinois VR used an ~80% federal subsidy to pay for ALL of my return to UIUC from 1991 until I graduated from Business Administraion in May 1994! My TBI just followed UIUC's directions, and FOUND MANY opportunities in St. Louis, MO, since it is so MUCH closer to my southern Illinois hometown than Chicago, IL is!
But, from the afforementioned belligerence, my VR counselor just told me, "St. Louis (Jeff) is not in Illinois, so I can't help you," when I found employment in St. Louis and even with the City of St. Louis in 1995 and 1996. I've slowly recuperated back to near normalcy 'mentally' since then, but Illinois VR even refused to help in Vandalia, IL in 2003!
A former federal representative suggested I contact Morris Dees of the Southern Poverty Law Center in Alabama (but I'm unable to get past SPLC's secretaries),, or any other respected pro bono attorney because my current plight involves the only undecided ADA mental disability precedent! I'm VERY similar to the 1991 movie, "Regarding Henry," starring Harrison Ford, as I relearned how to drive, play every sport again and everything else, but I was unable to 'mentally judge' my vocational directions when Illinois never gave me any of these national OPTIONS that the ADA/RA gave me! (As the nation paid?)
