In PA, UAD Citation is issued to anyone under the age of 21 who is caught consuming , transporting, purchasing, or attempting to purchase any alcoholic bev. It requires the issuing officer to contact your parents at the time of citation.

These are handled by duty magistrates.As per Sec 9124, Crim Code, summary offences can be used in consideration of acceptance or denial of state license. But it will not appear on any of your background checks as they are non fingerprintable offenses.
In my opinion and probably you will get is (ARD) Accelerated Rehab Disposition as it is a pretrial diversionary prog for summary offenders.

So a person has to be "caught consuming alcohol" and not just "have consumed"?

I was recently caught at a party. They arrested 88 ppl for underage. I was not seen consuming alcohol, altho i did have a beer. i was never given a breathalizer or any other test.

You were given the chance to take a breathalizer test, but refused because you were afraid you would test positive.
