Unfilled Board Positions

What is the name of your state? Illinois
I own a condo in an 18-unit association. I am also the current Treasurer. We are currently awaiting our annual meeting and only one other unit owner wishes to be a board member. According to our by laws there should be five positions. What would be the effect to our association if we do not have all our board positions filled?

The instrument creating the board should have that answer. What does it say about this situation?

I have read the "Declaration of Condominium Ownership and Bylaws" and could not find any information regarding unfilled positions, (owner apathy). In fact the reason I selected this web site is to obtain some guidance.
