What is the name of your state (only U.S. law)? Maryland

I am the mother of 2 children. I had a previous post about a custody situation but I cannot find it. This question is probably going to seem of the wall to many. In the state of Maryland, in the condition of an unmarried couple, does the father have rights upon birth. His name is on the birth certificate of one. He signed the Affidavit of parentage. The second child I paid for a paternity test that cost $630. He claimed rights to my oldest for the first 3 years of his life, the youngest he never really wanted. He wanted me to have an abortion, but I told him my body, my say. There is no legal and binding custody agreement. I was an idiot and believed him when he said "trust me." Well trust disappeared around the time that he did. After he fought with himself about whether or not he was going to see the kids and threatened me with being sued for custody and blah blah blah. He still never showed up. Since there is no court order and we were never married where exactly does this situation stand as far as rights go? I know some states the father has iffy rights when it comes to his children if the parents were never married.

Also, I had legal aid when the custody situation stirred up, but I currently do not. Once the case is over they pretty much disappear until you need them again. Should I file for custody or should I just leave it alone until he decides to harass me again?

1. Child 1...dad signed AOP and is on the birth certificate.

2. Child 2...there was a paternity test done
--------what were the results?
--------was it court ordered?

3. Was anything ever filed in court? request for visitation? request for child support?

How old are the children? When is the last time dad saw them?

Child 1 is at least 5, if not 6 by now, per posting hx. There is an order for child support, though with 9 (other?) children since, there isn't much being paid. He filed for custody, but then withdrew, so there was no order as of May for custody. I think that sums it up, pretty much.

Oldest son is 6, youngest son will be 5 in a few days. The paternity test was requested by father as a stalling tactic for child support. He was found to be the father, which he already knew ( I know that doesn't matter because child support and parental acceptance does not have to occur until proof is provided). No request for visitation and when he did file for custody, he dropped the case. He saw them two years ago, and then again for about 4 hours a little over a year ago.

Then dad does not have any enforceable rights. He would need court orders for visitation/custody in order to have any enforceable rights.
