unsafe traffic stop by police

Have a question about what I consider to be a very unsafe procedure during a traffic stop at CHP officer. The officer was performing a traffic break and happen to pull directly in front of me while initiating this. We were traveling approximately 15 to 20 miles an hour, apparently I was too close to him I estimate 100 feet or so. We were traveling and such low speeds it didn't seem like an unsafe distance at the time, I have since learned that 300 feet is required by law. he apparently took exception to my close proximity, after a utility truck which he had apparently been running the break for merged onto the freeway from the shoulder he turned off his emergency lights, pulled into the right lane and I began to slowly pick up speed passing on the left, we're going maybe 30-35 mph, speed limit was 50mph. he accelerated and attempted to pull in front of me and slam on his brakes in order to force me to stop. He didn't make it past me before he tried to swerve in front of me and while trying to pull in front of me almost T-bones me, he slams on his break to avoid hitting me and I slow and swerve to the left and we barely avoided collision. I'm going approximately 3 to 5 mph at this Point, he again accelerates in front of me pulls horizontally in front of me stops and jumps out of his car on the freeway screaming. It's like something out of the movies as if I were in a high-speed chase.
I didn't feel like I was driving and safe manner but I have to acknowledge that I I was technically breaking the law by following too close during his traffic break. Nonetheless I feel like the manner in which he pulled me over was highly dangerous and endangered my safety and the safety of my passenger. he could've easily pulled me over in a traditional manner by just flashing lights behind me. his traffic break was over, ii subsequently pull to the shoulder and traffic continues as usual so there was nothing up ahead on the road way. I may have broken the law but two wrongs don't make a right and his actions certainly did not promote safety on the road and caused a near miss which could have ended in disaster. I know that chp have procedures and policies that they need to follow during stops. i can't imagine that this is acceptable procedure. I would like to file a complaint about this officers tacits and behavior. am I right or wrong here? do i have any recourse?
