Urgent Advice - Complex Handicapped Parking Spot?

Hello my name is Paul. I have noticed that my neighbors have been parking their car in the designated handicapped parking spot and its right there next to their front door. I am very angered from this because i look at their car and saw that they have a fake ficticious made up paper handicap looking permit hanging on their inside rearview mirror. What actions can i take about this so that they start using the available parking spots only? My fiance is frustrated with this everytime we get home there ARE NO PARKING SPOTS right in front of our apartment room. There's so many people that and come and go and we can tell people DO NOT belong and ar enot residents of this complex... they wait at the gate till someone opens it then they follow through behind them. This is whats causing all our parking spots to be filled up. The Apartments have garaunteed us atleast one parking spot in front of our apartment and thats not been happening.
I'm looking for any advice for all actions i can take for this.

I want to report these neighbors car anonymously of course, but i also want their car towed or Fined for this is what the law can do to them.

Look on the apartment wall there is probably a sign in regards to illegal parking/towing etc along with a phone number get the reg plate and call the tow company number listed on the board.

Other than that you can make up some warning flying and put them on cars in there saying their plate has been recorded the next time they illegaly park they will be towed.

Only takes one or two incidents and the word will spread that cars may get towed.

If you believe that someone has faked a handicap parking permit call the police and let them take a look at it. In many places the fines that are levied for illegal use of handicap parking are quite large. As to your other parking problems there If your lease doesnt specify assigned parking area then theres not much you can do about guest parking taking up spaces.
