Us citizen marrying a German

What is the name of your state? I am from VA, but I am living in Germany. I am marrying a German in October. Our wedding is planned to be in Germany. but my fi recently got a job offer back in VA, so we were thinking of going back. Would it be easier for him to get a visa/greencard (but more likely just a visa, as of now we are planning to move back to Germany if we move to USA) if we marry in America? or is it the same no matter where we get married? Which visa should he apply for? With the fiancee visa, we would get married in USA, if this makes it any easier, With the spouse visa? Or a scientist/work visa? he had a scientist/work visa before and says he can't get a new visa for 2 years after and the 2 years isn'T up yet? But I worry with that he can't prove he has no intention of staying in USA? Any help would be greatly appreciated!

The easiest visa for him to receive in this case would likely be an Immigrant Visa based on his marriage to you. As you are living abroad, you can submit the I-130 petition (after you marry) at the nearest visa issuing Consulate and he can apply for a visa on the ptition's approval. Your husband would then have Permanent Resident status (Green Card) at entry to the US. That gives him the most options while in the US and should you both decide to move out of the country, he can give up his PR status with no future harm. Done abroad, this process should take 2-6 months.
Of course, the timing depends on when his job offer is for and if you are willing to change your wedding date (or supplement your fancy wedding with a quick civil service beforehand) as you must be married to pursue this route.
