Use of children's photographs on school website

What is required for a school to use photos of the children attending their school on their website? Also is there any criteria such as "not using last names"? I am specifically interested in using photos on an elementary school web site in East Tennessee.

The school should obtain permisson from the parents.
Also for security purposes, names should not be listed with the photos.
