Greetings:

I'm not sure if this is the right place to post this question.

I'd like to author a DVD on Yosemite's 4 seasons and offer it on my website.

Yosemite N.P. requires film permit and insurance in order to film for profit. Based on my past experience, I expect to do no better than cover my expenses, so the expense of getting a film permit is huge (with insurance would be over $1,000.)

Is there a way for me to shoot the film and offer it on my site and get around the "for profit, commercial" filming? For example, what if I put it on the same DVD as another feature (A Grand Canyon Nature) and offered it for "free" or as "Bonus Feature" with purchase of the Grand Canyon film?
