violation in a private lot

As I was pulling into our grocery store parking lot my daughter had unbuckled her seat-belt and leaned closer to the front seats to ask a question. As I pulled in I seen one of our officers and turned toward him and parked. I had a question for him so I got out of my van and started to walk toward him (this officer was a friend of ours) He immediately started to yell "are you serious" at me. I was stunned, didn't have any idea what in the world was going on. He asked me if my child was really out of her seat belt. I looked and said yes. He told me to get my dl, insurance info and registration card. Not knowing what in the world was happening, I got them and handed them to him. He yelled at me and told me to get back into my vehicle and to just wait. He pulled up behind me and turned on his lights. I ended up getting sighted for child restraints. About a month ago our dog got loose and we got sighted for dog at large, when we had court, he failed to show up as he was the writing officer and I think he got in trouble for it. The Judge of our we little town lives 2 houses behind us and was the complainant of my dog and she refused to throw it out and was the one who tried us. She pulled in a different officer and had him stand in for him as she didn't want to lose this case. Was it legal for him to give me a ticket for that? and in a private lot as well?

The officer did nothing wrong in ticketing you for your child being out of her restraint.

If the parking lot was open to public motor vehicle traffic (and it sounds like it was) then it's considered a public roadway and the vehicle and traffic laws apply.
