I live in Conway, Arkansas, and I was recently arrested for Public Intoxication and disorderly conduct. I'm fully repsonsible for my actions in those two charges, but my question is regarding my rights. I don't know what constitutes a right to refuse a phone call, but my phone call was refused. I got angry about the refusal and said some things I probably shouldn't said. I cursed at the cops and kept lightly tapping on the window asking for my phone call. Every time a police officer would come into the drunk tank I made sure to put my hands on my head to show that I was not intending any violence. A police officer came in and told me if I didn't shut up and calm down he was going to mace me. I thought my right to speak was protected through freedom of speech and I opened my mouth again. At this point the police office maced me while in custody. I was wondering if my actions legally constituted a right to be maced while in custody, and if my right to a phone call was allowed to be refused. I would appreciate any information on the legality of these things and what I should do about them.
