Wall between me and my neighbor

I live about 2 miles west of downtown Los Angeles by Korea Town. I want to build a wall between me and my neighbor to have privacy and protect my property (personal and real).

I brought this up nicely with my neighbor and he is opposed to me building that wall since he will only have his 8 feet wide driveway to use and he will not be able to get out of his car (not my problem right?). They usually park their cars in their driveway and I can hardly get out with my big truck using my side (8 feet) specially when they have guest who don't know how to park close to their wall. I on the other hand will expand my driveway as I have the wall built so I will have an additional 3 feet of wiggle room minus the thickness of the wall.

I am willing to pay a surveyor to establish the property line. The property line where I want to build the wall is in between the two 8 feet wide driveways. I will obviously build the wall from line into my property. Anyways, when I went to the city, sounded like getting a permit is not a problem (problem 1 non issue). After I get a survey (problem 2 will be non-issue), they will also file a corner of record with the city.

Here is the problem, my neighbor ask me to produce the survey report, zoning report and permit before he will let it happen. Should I just refer him to the City? Showing him the permit is not a problem and the zoning report is on the real estate docs when we purchased the house (R2)... not that zoning have anything to do with the wall (I think). I don't think there is really much he can do if I can prove that it is in my property (via survey) and the city gave me a permit to build but just want to check. Do they have any kind of legal recourse?

I really don't care if I am a good or bad neighbor to them as long as I keep my properties safe. Since then I acquired a scratch on my truck and I am 100% sure it happened while the truck is parked (my side) and they don't know anything about it (or not willing to admit).

NO, give him what he wants, just to not make them any meaner, but since you have a permit your good to go

My response:

I can see the trespassing complaints flying fast and furious with this one. How are you going to keep your builders off of his property during the "build", and also, how are you going to keep some of the cement from falling on your neighbor's side?

Additionally, once the wall is built, I would suggest that you sleep outside until it's completely dry. I foresee your neighbor attempting to knock it down.

I can always have the wall build 2 inches into my property so any cement falling will be limited. I think after I give them what they want, they might let my workers go and clean up their side as a condition of me letting them paint the wall on their side. If not, it is my wall and they would have to stare at it as it is and I will not let them paint it.
