Upon visiting and touring an apartment (being rehabbed) the landlord said if we paid up front for a 9 month lease that he would discount the rent. Upon listening to all his wonderful sales pitch about what the unit would be like when it was complete, we decided to go ahead and pay up front. DUMB! My son has only been in this apartment just shy of 2 months. The landlord promised that all would be done upon move-in. NOT TRUE! There is well water on the property, and the well keeps going dry. This has happened 3 times in a 1 1/2 month period. There arer 4 boys renting this 1 floor apartment. After the second time there was no water, I called the landlord with my disapointment regarding the water and other issues that had not been resolved. He promised at that time that the water trouble was over, but since my son was so unhappy that he would let him out of his lease. Upon the 3rd time the water was out, we requested his lease terminated and asked for a refund of the rent paid for the remainder of the nine months.
The landlord now refuses to let him out. Do I have any recourse. How do I find out about housing code in that city? One would think the well should be able to provide tenants with adequate water. Help please. Thanks
