It is not at all clear to me that the court actually ordered any visitation. From what you are saying its possible that there are no visitation orders.....particularly since paternity hasn't been established.
That is why we need to know exactly what her court orders say. Its possible that much of the advice that we have given you isn't valid if there are no court orders regarding visitation. If this is a case where someone recommend that she give him supervised visitation in order to demonstrate that she wasn't totally denying him contact with the child...therefore she is doing this voluntarily...the situation is very different.
Your sister also shouldn't rely on the woman from the PADV office for legal advice.
He isn't going to get custody. He has too many strikes against him. However, there is a chance he could get visitation, even unsupervised. If he files for visitation you sincerely must petition the judge to re-assign the GAL to the case. (the same GAL)
