What is the name of your state (only U.S. law)? CA
Bankruptcy....or ?If so, personally and or business? Quite a few years ago, my company of which I was president lost all it's money and went under (INC), although I never declared bankruptcy, due to costs. Since that time, the California state board of equalization has been after me relentlessly for money owed. I don't HAVE any. should I file for bankruptcy for myself or for the company? Or both? Keep in mind my funds are very very low.Bankruptcy or ??? And for ME or for the company (INC)? Anywhere to find low cost assistance due to lack of funds?

Filing bankruptcy for the company would be a bit of a waste of time and money, because that would not stop the CA state board of equalization from coming after you. Filing bankruptcy for yourself may or may not be a waste of time and money depending upon what kind of taxes are outstanding. Get a consult with a local bankruptcy attorney with all documention in hand.

Dissolve corporation

It sound like the corporation still exists for tax purposes. If so, you need to dissolve the corporation and file a final income tax return.
