What state do i file for adoption?

My partner and i are legal guardians of a 3 month old girl. Her mum lives in MI and the baby was born in MI, but the mom is planing on moving to CO. We live in IL and that has been the only address of the baby since she left the hospital when she was three days old. What state do we file for adoption? its going to be an open uncontested adoption as the mother is my partners step sister.
