say someone has grand theft auto charges (my brother), and hes in DH now.. and if he some how snuck out.. broke out.. because in one month he will turn 18.. so if he somehow got out and stayed gone for a month,.. will all his warrents and stuff go away when he turns 18 or what????

No, they will become a permenant part of his reocrd along with all the new charges, a wonderful way to start out his adult life.

It depends on state law, but the records and stuff do not just go away. Some can be sealed or expunged after 18, and warrants certainly don't disappear.
