What is the name of your state (only U.S. law)? Order in NJ live in NC

I have talked some people in NJ who have taken a different step in getting CS from NJ since they seem to drag their feet.

Filing criminal charges at the local PD for willfully failing to pay child support.
Going thru the Grand Jury process.
The NCP then gets arrested on criminal charges instead of a bench warrant thru family court which does absolutely nothing, (IN my case anyway) let her walk at least three times I know of with purge amounts in place.
They will then be put in a work release program (probation) and arrested when they don't pay and put in Jail ?
If one goes this route can this be discharged thru bankruptcy ?
Is it worth the effort and has anyone heard of it working better then CSE ?
Also since the CSE knows where she lives and works and won't tell me is there a way to get these things so I could go thru this process ?

If they know where she works, can't they do a wage attachment?

This case is very long and very unbelievable what I have gone thru.

Yes but they do nothing in my opinion in NJ. I had to call just last week and complain as why if she has been working (for years)why they weren't. It took me talking to a supervisor for Him to check with the labor board computer (took less then a few seconds while we were on the phone)and they now will go thru that process. She will quit I get told the same story every time I call which is only once or twice per year well we have thousands of cases per CW and can't do everything. I only call usually around tax time because I have yet to get a tax intercept in 7 years because they always release hers and have kept mine twice (took a year to get it, and once my attorney had to get involved to get it back from the state of NJ Div. of Taxation). The Ex is the ultimate con artist.

update ?

It happened again ?
With the Ex. wife oweing $20,000.00 in back CS her tax's again where released to her and not me. This happens nearly every year no matter how much I do with the CSE agency. I am told they get notice from IRS stating how much and to who. Is this true ? I was just told last week she didn't file a injured spouce it was just released to her. But won't tell me how and why ? I know she has relatives who work for CSE but I bought that up once and am told If I mentioned it without proof I can be sued. I was also told this has to be done thru motions so they don't even know how it's happening. (Head of the CSE office, after contacting Freeholders in that county he called me personally)
They know she works, still no garnishment, I was told months ago there was an amount being held in her name for me, then I call to see where it's at and who it's released too and it's her, like I said before they in the past twice have intercepted my rebate.
I have written all the way to the governor and I get a form letter back saying they can't get involved with litigation. This is not litigation it's someone dropping the ball (oops).
How can I find out who makes these decisions ?
And why can't CSE tell me ?
What do I do next ?
The ex is one of the best con artist in the state.(at least 7 felony warrant open and she works and files taxes and still hasn't been arrested.
