The mistake you made is you didn't consider the transaction fee as part of the loan. It put you over the amount of available credit. That is why they didn't honor the check and charged you for an OTL fee. Nothing you can do about it.- Happy Trails

I don't know the beauty salon's policy. I know in Minnesota they want permission from a parent. I can't find a law on it, but it is most likely a liability issue.
