     Easy, Tear out your side, build a new driveway Easy, cut the concrete down the middle Tear out your side, build a new driveway completely on your side, with a 12" curb up against the property line so the neighbor cant use it. This assumes they are not entitled to use it via easement.

     Builder failed local codes 2X

     Not yet The contractor gets to correct the defects and then re-inspect. You could fire him, but then it will get ugly. Are you or them up on the money? i.e who stands to lose? Always best to work it out.

      ???? "otherwise" seem pretty liberal, but whats you beef with utilities, would you want them run up the driveway? now if you talking overhead power lines different story, if would want them put underground in the driveway.

      You have to remember basically the lender really doesnt care if mickey mouses name is on the mortgage as long as it gets paid!, they really dont go looking for trouble, thats not how they make money and its all about the money!!!
