No they don't. Please provide a cite to ANY statute or case law giving a parent the LEGAL right to tell a 16 year old to stop doing anything.
They certainly have the right to ask/demand that she stop seeing him... but that does not make it a law.

And if she doesn't 'obey' her parents, what is the EXACT criminal code or civil claim EXACTLY can she be 'charged' with?? :D

I never said it was a law. But parent do have legal rights toward their children until 18 or in some states 21, meaning they are responsible for them and for what they do. So if they don't her being with the 20 year old they can tell her that, if she disobey and goes and sees him. Granted they can't watch her 24/7, but until she 18 they are responsible for her. So for example if they want to get her away from him, they have the right to send her away to another state or move far away from him.

OMG!!! Here we go again. Did you forget that this is a LEGAL website??
If you want to spout your 'gee, it oughta be', maybe-coulda, crap.... go over to the Oprah or Dr Phil websites. If you are going to make personal opinion, without ANY legal basis, say so.

See, there is your ignorance again. There is NO state that holds a parent liable for a minors action after the age of 18. And LIABILITY has nothing to do with this question.

So if they don't her being with the 20 year old they can tell her that, if she disobey and goes and sees him. Granted they can't watch her 24/7, but until she 18 they are responsible for her.
See wrong again.... The parents have a legal obligation to 'maintain' (feed, house, etc.) a minor... and can even be responsible for their conduct and actions, but there is NO law that prohibits a mature individuals free-will thoughts or actions.

So for example if they want to get her away from him, they have the right to send her away to another state or move far away from him.
Granted, there are several possible actions that the parents can consider... but your post that "As long as their is no sexual contact and mom/dad are okay with it." is NOT correct.

why did everyone assume that the girl is the 16 yr old? it doesn't make it any less legal if the girl is the 20 yr old does it?

Because the girl said she's 16.

Nope. The laws are the same... male or female, 16 years of age is the MINIMUM age of consent in North Carolina.

The legal point is the 16 year old's parents have the legal right of stopping their daughter from seeing him,
Really? PLEASE tell us how. I just popped some popcorn.

But she is 16 and they still have legal rights over her until she is 18, hense they can tell her to stay away from him and him to stay away from her.
Please cite statutes regarding this please.

Actually, the OP never stated whether s/he was male or female OR his/her age OR which gender the 16 or 20yo are.
