Contact your local probation department. There may be a school or program that can help you, or at least they can point you in the right direction. Access to court ordered camps are generally only done after the minor has committed a crime, but if he's doing drugs he will most likely run into law enforcement eventually. I realize you probably want to intervene before that happens, but for many teens (especially boys) they need to experience some real consequences before they will make changes in their behavior.
In most states not going to school is illegal and you should be working with school administrators to document his truancy. The school may also be able to point you to community resources for parents with out of control teens. Unfortunately some communities end up punishing the parents when their kids won't go to school, but if you are proactive and show that his truancy is not because of an absent or apathetic parent, they should help you.
