How can I report someone living as illegal?

Hello everyone, so heres the story...
My brother had this fiancee, they were together for about 13 years, since highschool or something and they were living in Brazil.
They had a house and their own business, but politics here werent the best and they decided to change their lives, he was in treatment for anxiaty, panic, borderline disorder and depression, atempt suicide a couple of times.
So they were planning on something different for their lives, she was going to the US as an Au Pair as he continued his treatment and then he will meet her and get a studant visa, it was both a professional growth and a dream for them, in the end of the program their plan was to go to Italy to get her citzenship as her grandmother is Italian, get married and try their new lives in europe.
But in the end it all went wrong, she became distant from our family as she was already in NY and he suddenly got worst, reffused to continue his treatment and tried suicide again as we discovered that she didnt even broke up with him and was with someone else less than a month in the US, the common case of getting married to earn a Green Card, she sold their house here in Brazil, bankrupt their business and left a huge debt in his name, he found out that she was using their company money for drugs for some months and was cheating on him even before she departed. Now he lives through medication and a few good moments provided by the few people thats still here for him, cause without money the so called friends vanished.
Its been almost 2 years, her Au Pair program is over and she propably is illegal living with her new girlfriend and probably future wife while my borther cant live at all and me and my family cant see any justice. We are suing her now because she started to stalk him in social medias and he just got worst, but the process is slow mainly because she is in another country, sorry for the long text but its my brothers life and I would give my life to see him get his things and life back on track.
So is there a way that we can check if she its really illegal and report her so she can respond for her "crimes" back here?

He don't want her back, he doesnt even know what he wants, he lives doped with medication... his mind is broken. But we as a family want to treat him and see he have a life again! And beyond the moral damages wich its a crime here, she left a huge debt in his name, she "stole" him so she could flee from her responsabilities... its not about getting back together, its about what is right.

She fled to another country to get away from him. Doesn't that tell you something?
Is this a forum to help or to judge people?
She was the abusive in the relantionship, we have all the proofs about the cheating, the abuse, the money she stole, shes is frauding a green card and living well and still stalks and torment him, and he is moving from home to hospital a couple os times a month, are you sure of what you are saying?

It is a difficult concept. But, I'll attempt to break it down. Brazil is not the US. Most American's couldn't care less if a violation of Brazilian law occurs because Brazil is not the US. In fact, most Americans probably don't care what Brazil's laws are, because, again, Brazil is not the US.

Frankly, from what you posted, I'm glad the young lady was able to get away from your family and I wish her much success.

People are not ILLEGAL. They may be undocumented but you have no evidence of that.

Frankly it seem that all of your family needs psychological help.

Half the family are in some terapeut after all of that, but what about the crimes? Have some opinion?
Yeah. US LAW ONLY. Leave the poor woman alone. And get the other half of the family into psych care. Including yourself.
