I suggest you read the actual FDA letters on the approval which say it is for a properly trained physician.

The Silk'n is
specifically indicated for patient removal of unwanted hair by using selective
photothremal treatment under the direction of a physician, after training by a
healthcare professional.

Nowhere does it say that only physicians may administer the treatment.

I would say under direction of a physician indicates it is not for free distribution to the public. You are correct about the exact wording. So we are left the back story of how OP obtained it.
