The check system currently in place that automatically confirms checks (SCAN at most retailers) will deny checks EVEN if written on a good account and EVEN if the person has NO HISTORY of ever bouncing checks if the check is written for "too high" of an amount or at a store that the person (checkwriter) has not shopped at frequently or for a variety of other reasons. Most likely this was NOT a Target issue but the Check verifier's issue. Walmart would have the same issue.
Check Services, check verification, Check Payment Processing, Business Check Services

It is NOT illegal discrimination even if it may be discrimination.

So now I guess OP has to stop shopping anywhere where she has to write a check over $100. Let's see how long THAT lasts.

I will be shopping elsewhere because I want to be valued as a customer and treated like they want my business no matter how big or small the purchase.

Then you shouldn't be shopping at huge mega-stores like Target at all. You should shop at small, locally owned stores. You may have to make more stops to get all your shopping done, and you may end up paying more for everything, but you will be supporting local businesses and the owners will definitely thank you.
