Well ... your options are definitely limited - and your legal options depend on agencies that, to date and for whatever reason, refuse to act against the dog-owning neighbors.

I am sorry that your sleep is being disturbed but I am not seeing you have any legal recourse.

The person yelling I don't know who it is a neighbor is so pissed they are ready to poison, that's just how frustrated he is. I heard them yell that. I am thinking this is the same person that yell "Shut the F up!" To the dog. It's people like the person above you who are part of the problem. They have no respect for anyone nor do they care.

I talked to my brother. I do know a few cops but they are not in my county. Sadly their county takes things like this more seriously. They did tell me to try and contact the police chief. But thank you for the help.

Because I can't move due to her health issues. I have a job and I am sick of getting only 3 hours of sleep every day due to people who have dogs, who should not have them if they have no respect for others. She doesn't want me calling them only because she doesn't want them to know who is calling. I don't give any info. But she doesn't understand that. You are tired and frustrated. Perhaps that has made you unreasonable.

I deal with people I don't like all the time, but that doesn't stop me from doing my job.

The authorities have refused to act and no law exists which will force them to.
You refuse to take any self-protective issues such as noise-cancelling headphones.
Dogs bark. It's not always possible for their People to stop that from happening.
What further advice would you like us to provide?

Having spent six years with the animal control people on speed dial due to a situation I had with the dog next door, I very much feel your pain. However,of all the issues that local law enforcement people have to deal with, issues with dogs is one of their least favorite and most frequent complaints. There have been arsons, poisonings, vandalism and even killings related to the neighbors' dogs almost everywhere.

And I can see where you are wanting to go, which is, 'sic the law on 'em!" Preferably with three by five glossies and lots of video camera evidence that these dogs do, indeed, bark all the time. I myself had dramatic proof of abuse, abandonment and neglect, which meant that on cold miserable nights, the poor miserable (and very loud) dog barked and howled all night under our bedroom windows.

However, as you have found, it is tough to get law enforcement to respond. It is totally possible they have been warned, possibly even fined. That doesn't always help or change anything. And it is, as your mother very wisely realizes, a no win situation in which if you are the neighbor who raises all the issues, and they are fined or even if the dogs are taken away, or destroyed or whatever outcome you'd like to have, there are going to be some really angry people next door with an itch to retaliate, and the feud is on.

For the sake of your sanity, consider all the alternative solutions that have been suggested to you, like the noise cancelling headphones, if not for you, at least for your mother, who probably could use some relief from hearing the dogs bark also. Having the neighborhood nut cases think YOU poisoned their dogs is not a comfortable place to be.

If I were you, I'd back off from agitating quickly, at least stop talking to the neighbors about it. Because poisoning the dogs could very well get you sued or in more trouble with the law than having barking dogs ever could. And if they have reason to believe it was you, even if it wasn't, because you are the one who is making the most noise about the dogs, you have done exactly what your mother does not want you to do. You have put her in a vulnerable position where you have neighbors with a real grudge against you.

I will tell you one thing. Barking dogs don't hang around forever, and neither do bad neighbors. You may end up moving from there sometime soon, or the neighbors may end up moving, or they may decide not to keep dogs. Don't make this a hill to die on and don't let it destroy your happiness right now anymore.

This is true. I recently acquired a third (as some know). My other two are surprisingly quiet, given their breed. They are nuanced in their barking. (sorry - can't let go of that yet - it's fun!) But the new one hasn't learned. Yet. She will. I don't let the hounds bark incessantly, but it can be hard to stop a hound from barking when they see or hear or smell "prey". And then they come in, which can lead to a different set of issues, depending on the time of day. I do my best to keep them from being annoying, but there are ways (as suggested on this tread and by AC) to help mitigate the nuisance you experience.

Perhaps fitting the dogs with noise-canceling ear phones could be a solution.

A few weeks ago we had a neighborhood bark-a-thon...it was wicked loud and long lasting. My BIL ask me what caused it...my response was "The Butterfly Effect". I got a curious look from him so I explained: One of the dogs saw a butterfly flying in front of his nose and barked...the 45 other dogs heard him bark and joined in.

My guys bark at air.

It is odd with the dogs at my house and the dogs at the houses surrounding mine. It is like they will all get going at the same time and be really loud for about 5 minutes, and then they will all go silent, sometimes for hours.

I laugh as mine will sometimes start - all in a different direction. So they are just talking to hear themselves talk. And that usually gets them straight in (sometimes, I'm in the middle of something else, so it takes a minute or three). But if there's a reason to bark - cat, deer, fox, etc.? I'll leave them to it until said critter has left. Unless, of course, it's early (i.e. before 7am) or late (after 10pm). If one of my neighbors worked off hours - and therefore slept off hours? I'd expect them to let me know. And then I'd try to work with them wrt the hounds. But I'd be a tad pissed if Animal Control were called straight off.
