Just taking a wild quess as to where the hold laws/rules are in CA, might be in the CA statutes and possibly in the CA rules of criminal procedure. A CA defense attorney would need to have access to the hold rules and a rule number to use if/when crying foul to a CA court for an unlawful hold.
As to your question whether the inmate is notified prior to being transported; again my guess would be, no they do not. If you give it just a little thought, advance notice to the person in custody of impending transport is a security risk, statistically.

I also will be making a phone call to the public defenders office inquiring as to why the attorney of record has done NOTHING. Armed with a lot of information I received from everyone I feel a little more knowledgable and know basically what to ask.
