I'd have to go with that "possibly" answer.
Try your darndest to get him to agree, that will be the easiest and most likely the only way to do this.
You do know that support stops if he agrees and your new hubby is now the LEGAL father?
Does ex owe arrears.
The way I've seen it work on here is to forgive an past amount owed, ask to agree to the adoption making him aware he will then in turn no longer have to pay support, but no rights to the child.
How much time do you have left?

Yes, I know the support will stop, and that's okay--we don't need it, it was a matter of principle at the time. No arrears. If the adoption goes through, could bio father petition for shared custody and/or visitation?

Forgiving the arrears can only be done if CP never collected any public assistance.

No. If adoption goes through, biodad has no further rights to the child EVER.
