In that case, you cannot say that she has committed any crimes. Leave the poor woman alone already.
As to your mom's health issues - well, they are your mom's. She should speak to her doctor(s).

In other words, your brother's mental health was an issue before this occurred, yet your are trying to blame his problems on the actions she took after his problems had already manifested.thats when the issues started, but I don't get it man, are you trying to help or just judge and criticize?

I'm about to start a civil lawsuit, thats the reason I came here asking for ADVICE, but thanks for judging and just see what you want to see.
Its not obsession, I dont give a damn about whats gonna happen to her, if she pays what she owns to my brother and can fullfil her dream afterwards, thats good for everyone.
But its not nice to go to an airport take someone, see her say: "take care we'll see again in a few weeks love you" to your younger brother and then came back home and discover that she XXXX his psychologic and robbed him.
I know empathy its rare these days, and maybe this is a normal attitude for you but not for me
Look, even if you succeeded in getting her deported from the US (unlikely), how do you know she'd stay in Brazil long enough complete a lawsuit?
Now, unless Brazil law has criminalized what you allege, a civil lawsuit is your only recourse. I would not be surprised if Brazil, like in the US, had forms of "alternate service", and if someone doesn't show up to court, it may even be possible to get a "default judgement". The issue then would be collecting. So, is it worth it to pursue this legal action? Or can you take the same amount of money that you'd otherwise spend on legal fees and use it on something that will help your family to move on?

I thought about this over the year, but the debt she left its huge and my brother will never have a chance to build something his own, and the house man, that was horrible is destroying him, leave your own home and live in "favor" indefenetly =(
