Trying to blame someone else for all the woes in their world doesn't help anything.

In other words, your brother's mental health was an issue before this occurred, yet your are trying to blame his problems on the actions she took after his problems had already manifested.

Really - leave her alone and seek profession help for your obsession. Encourage your family to do the same.

The US doesn't recognize "moral damages" in the sense that you are explaining them. Apparently, neither does Brazil, or you would have reported it to the authorities for them to pursue.

I'm about to start a civil lawsuit, thats the reason I came here asking for ADVICE, but thanks for judging and just see what you want to see.
Its not obsession, I dont give a damn about whats gonna happen to her, if she pays what she owns to my brother and can fullfil her dream afterwards, thats good for everyone.
But its not nice to go to an airport take someone, see her say: "take care we'll see again in a few weeks love you" to your younger brother and then came back home and discover that she XXXX his psychologic and robbed him.
I know empathy its rare these days, and maybe this is a normal attitude for you but not for me

Now, unless Brazil law has criminalized what you allege, a civil lawsuit is your only recourse. I would not be surprised if Brazil, like in the US, had forms of "alternate service", and if someone doesn't show up to court, it may even be possible to get a "default judgement". The issue then would be collecting. So, is it worth it to pursue this legal action? Or can you take the same amount of money that you'd otherwise spend on legal fees and use it on something that will help your family to move on?

Then the issue is getting the documentation to prove your claims. Focus your energies on getting that proof (something tangible that you can do) vs. worrying yourself over what she's up to. If she's really a miserable human, she'll just continue being miserable.

I was thinking OP could help the brother retain a lawyer. It does not sound like the brother has the resources to do so.

You said the house was in her name. That frees her up to sell it whenever she wants to. You didn't say how the business was owned and if she got a loan it really shouldn't be affecting your brother.

Here in the US, there is nothing illegal about that.
